Job Description
QUALIFICATION & EXPERIENCE
- Mandatory: B.E. / B.Tech. (Civil Engineering)
- Preferred: M.E. / M.Tech. in Construction Management / Quantity Surveying or equivalent
- 12-15 years’ experience in quantity surveying, bill certification, cost management and contract administration for institutional, infrastructure or large-scale building projects.
- Preferred Background
- Experience in educational, institutional, or campus development projects (IITs, NITs, IIMs, Central Universities, or large private institutions).
- Prior exposure to public-funded or PPP model projects desirable.
- Experience working with reputed PMCs, architects, or contractors such as CPWD, NBCC, L&T or Tata Projects.
ROLE OVERVIEW & RESPONSIBILITIES
The incumbent would be responsible for end-to-end cost planning, estimation, vendor bill certification, tendering, contract administration and project cost control for the Goa Campus Expansion Project. The role involves close coordination with design consultants, contractors and project management teams to ensure all works are executed within approved budgets, timelines and institutional quality standards. The key responsibilities will be as under:
- Billing, Cost Planning and Estimation
a) Prepare detailed cost estimates, BOQs and rate analyses for civil, structural, architectural and MEP works.
b) Develop and update cost plans during various design stages – concept, schematic and detailed design.
c) Benchmark project costs against similar institutional projects for validation.
d) Conduct value engineering exercises to optimize cost without compromising functionality or quality.
- Tendering and Procurement Support
a) Prepare tender documents, including scope of works, technical specifications and pricing schedules.
b) Support the evaluation of pre-qualification bids and tender submissions.
c) Analyze bid comparisons, recommend award of contracts and assist in negotiation with vendors and contractors.
d) Maintain a structured tender database for future reference and institutional use.
- Contract Administration
a) Manage and monitor contracts to ensure compliance with terms and conditions.
b) Review contractor claims, variation orders and Extension of Time (EOT) requests.
c) Certify interim and final payments in coordination with the project and finance teams.
d) Maintain updated contractual correspondence and documentation for audit and record purposes.
- Cost Control and Reporting
a) Track and monitor project budgets, cash flows and cost commitments.
b) Analyze deviations between actual and planned costs and report on variances.
c) Support the Project Management team in preparing monthly cost reports and forecasts.
d) Maintain a comprehensive change control register for all approved variations.
- Coordination and Compliance
a) Coordinate closely with architects, structural and MEP consultants, PMC, and contractors.
b) Ensure compliance with institutional procurement procedures, financial policies, and statutory requirements.
c) Support periodic audits and management reviews related to project cost performance.
