Role Overview

We are seeking a highly experienced Oracle Fusion Payroll Cloud Techno‑Functional Consultant with proven expertise in India and GCC (KSA/UAE) payroll legislation. The consultant will lead end‑to‑end payroll solution delivery across multi‑country implementations — spanning requirements gathering, configuration, Fast Formula development, integrations, and statutory compliance.

Mandatory: Hands‑on experience with KSA and UAE payroll (functional + technical) including WPS, GOSI, Mudad/SIF, and end‑of‑service benefit calculations, alongside strong expertise in India and US payroll.

Key Responsibilities

Functional — Design & Configuration

  • Lead full‑cycle Oracle Fusion Payroll implementations across India, KSA, UAE, and US legislative environments.
  • Configure payroll elements, deductions, classifications, and balance feeds for:
  • India: PF, ESI, PT, TDS, Gratuity, LTA
  • KSA/UAE: GOSI, WPS, Mudad, end‑of‑service gratuity, SIF
  • US (optional): Multi‑state taxation, ACA, garnishments
  • Design payroll costing rules, GL transfer setups, and reconciliation frameworks.
  • Ensure compliance with statutory filings: India (Form 16, Form 24Q, PF/ESI returns), KSA (GOSI/WPS/Mudad), UAE (gratuity/SIF), US (ACA/W‑2/W‑4).
  • Configure payroll calendars, pay periods, consolidation groups, and manage integrations with Benefits, Time & Labor, and ERP Financials.

Technical — Build & Development

  • Author and debug Fast Formulas for taxation, accruals, proration, and statutory calculations.
  • Build and maintain HCM Extracts for statutory reports, WPS/Mudad/SIF salary files, and third‑party interfaces.
  • Develop BI Publisher reports and OTBI dashboards for payroll reconciliation and compliance.
  • Implement HDL/HSDL templates for payroll data migration and balance initialization.
  • Design REST/SOAP integrations via Oracle Integration Cloud (OIC) for payroll data exchange and WPS‑compliant bank integrations.
  • Extend payroll costing subledger and GL derivation logic using FBDI and Account Coding Rules.

Shared — Delivery, Testing & Support

  • Conduct CRP, SIT, UAT, and parallel run testing across legislative regions.
  • Prepare functional/technical design documents, test scripts, configuration workbooks, and training materials.
  • Provide post‑go‑live hypercare support, troubleshoot payroll errors, and manage quarterly Oracle patch regression testing.

Preferred Qualifications

  • Bachelor’s degree in Finance, Accounting, HR, Computer Science, IT, or Engineering
  • Experience in multi‑country payroll implementations (India, GCC, US; APAC/EMEA exposure a plus)
  • Strong knowledge of payroll accounting, reconciliation, and accruals
  • Experience migrating from SAP, PeopleSoft, ADP, Workday to Oracle Cloud
  • Familiarity with GDPR, SOC2, and payroll data privacy requirements
  • Prior experience building/supporting WPS‑compliant payroll extracts for Saudi Arabia/UAE in live production
