Deputy Manager, Location Strategy Optimization (USI)

Role Purpose

Are you a detail-oriented project manager with a passion for operational excellence and cross-functional collaboration? As Deputy Manager, Location Strategy Optimization, you will play a pivotal role in driving the tactical execution of our location strategy—helping move location decisions away from ad‑hoc, reactive choices toward a systematic, data-driven, enterprise-wide approach that balances talent, cost, risk, and long‑term sustainability. You will help create consistency, transparency, and maturity in how locations are evaluated, launched, stabilized, and continuously optimized as strategic assets.

Key Responsibilities

Project & Program Coordination:Manage day-to-day workplans, timelines, risks, and interdependencies; maintain action trackers, decision logs, and status reports to ensure disciplined execution. Coordinate activities across the end-to-end location strategy “Stages of Maturity” for both new locations and strategic re-assessments of existing hubs.

Executive Communications:Prepare polished presentation materials and briefing packs for councils and leadership forums, ensuring content is executive-ready and impactful. Provide concise leadership updates on strategy progress, shifts in assumptions, and key risks/constraints.

Governance Support:Provide operational support to location-focused councils and governance forums (e.g., Location Optimization Council, Global Delivery Center Governance Forum), including agenda preparation, note taking, action/decision tracking, and follow-ups. Support intake/triage of topics so governance focuses on systemic, cross-location issues (vs. one-off issues owned by the relevant COE/domain leader).

Risk & Opportunity Management:Maintain and update the Risk, Issues, and Opportunities (RIO) log and cross-geo watchlists; triage and escalate systemic items for review and resolution through governance forums. Monitor both performance risks and external/contextual risks that could affect long-term viability.

Data & Insights:Gather and synthesize fresh inputs to stress-test location guidance and related analyses, supporting data-driven hub recommendations balancing risk, talent, and cost. Support annual maintenance/validation of identified strategic locations using the Location Guidance model and ongoing analysis of business decisions for alignment with the Location Strategy. Help apply the “control vs influence vs cannot control” framing to make realistic accountability and constraints clear to stakeholders.

Standards & Operating Frameworks:Support defining and maintaining global standards for how locations operate, including location tiering frameworks and cost-by-level, global playbooks, SLAs, and operating standards (including security/compliance/governance expectations). Help drive adoption of standards across geographies while respecting local realities.

Operational Integration & Relationship Management:Support operational integration across strategic Deloitte firms, Shared Services, Delivery Centers, and alternate delivery model (ADM) channels, identifying gaps and maintaining documented ways of working. Support Shared Services leaders to refine Delivery Center and ADM strategies and uncover opportunities to support broader Global business areas.

Risk Mitigation & Guardrails:Ensure processes align with legal frameworks and agreed guardrails; support risk mitigation activities leveraging expertise from Office of the General Counsel (OGC), Tax, and other contributors. Help educate stakeholders on legal boundaries and operational constraints.

Cross-Functional Collaboration:Work effectively in a matrixed environment, partnering with COE Leads and designated Points of Contact to integrate cross-functional inputs and ensure alignment. Work closely with Finance, Shared Services, and other functional teams to ensure alignment across financial structures and operational processes (e.g., billing, time tracking, expense management, financial systems, funding models).

Process & Documentation:Keep SOPs, playbooks, and governance artifacts current and accessible; maintain clear process documentation that outlines steps for evaluating, selecting, and managing strategic locations.

Enablement & Change:Develop and maintain toolkits, playbooks, and guidance; support change management and communications to enable adoption and best practice sharing. Develop targeted training modules, FAQs, and job aids; track participation/completion and refine materials based on stakeholder feedback.

Scenario Planning & Contingency Management:Support contingency protocols and escalation procedures for geopolitical, regulatory, or market changes impacting location and delivery center strategies; facilitate scenario planning workshops/tabletop exercises and document lessons learned.

Performance Metrics:Support establishing and tracking KPIs to measure effectiveness of the Location Strategy, Delivery Center/ADM collaboration, and operational integration; conduct post-implementation reviews, capture lessons learned, and recommend process improvements.

AI-Enabled Delivery:Leverage AI tools to accelerate research, drafting, analysis, and visualization; adapt quickly to shifting priorities and new technologies.

Qualifications & Experience

  • 6-8 years’ experience in project management, PMO, or operations roles within global, matrixed environments, with a proven track record of execution.
  • Bachelor’s degree in Business, Operations, HR, Economics, Data/Analytics, or a related field.
  • Strong project management skills: schedule and dependency management, RAID (Risks, Assumptions, Issues, Dependencies), change control, and meeting facilitation.
  • Advanced communication and design abilities: expert in PowerPoint storytelling, creating clean visuals, and writing succinct executive summaries.
  • Analytical fluency: confident with Excel (pivot tables, lookups), basic data modeling, dashboard interpretation, and turning data into actionable recommendations.
  • Hands-on experience with AI tools (e.g., Copilot/GenAI) for drafting, summarization, slide creation, and data interrogation.
  • Experience collaborating in a matrix structure, coordinating work across dotted-line contributors, and ensuring clarity of roles and responsibilities.
  • Preferred/Bonus:PMP ® /PRINCE2 ® Foundation, Lean Six Sigma Yellow/Green Belt; exposure to delivery centers/ADM and global standards/playbooks; familiarity with Power BI/Tableau and SharePoint/OneNote.
  • Flexibility to work across time zones as needed.
