The Department of Parks and Recreation (DPR) is seeking to fill a vacant Human Resources Specialist V position in their Executive Services Division in Kapolei. Under the general supervision of the Administrative Officer II, this position assists in planning, directing, and coordinating the Department’s personnel management program, including labor relations, organizational changes, workers compensation, employee services, and directs and administers the departmental training program.

Education Requirement
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree.
Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

Experience Requirement
Four years of progressively responsible professional human resources management work experience.
Substitution: A Master's degree in Human Resources Management, Business Administration, Public Administration, or a related field from an accredited college or university may be substituted for up to one year of professional human resources management work experience.

Applicable Skills Needed

Clerical or technical experience in a personnel program involving work that is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is also not considered qualifying toward the required professional human resources management and labor relations work.
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

What You Will Do
- Provide expert guidance to management and employees on a wide range of HR matters.
- Lead policy administration and ensure compliance with regulations
- Conduct investigations and manage employee and labor relations with fairness and integrity.
- Drive recruitment, selection, and placement initiatives to attract top talent
- Manage classification, compensation, and organizational restructuring efforts.
- Facilitate performance appraisals and foster employee development through targeted training.
- Oversee the administration of Worker's Compensation cases.
- Perform other related duties as assigned.
- May work evenings, weekends, and holidays.
- Will serve as a Disaster Response worker and alternate Damage Control Coordinator during declared emergencies.
