HSE Manager – Steel Plant / Heavy Industry

Role Overview 

We are looking for an experienced HSE Manager to lead Health, Safety and Environment (HSE) systems and performance across steel plant operations and large construction projects. 

The role will drive strong safety culture, regulatory compliance, contractor safety management, and continuous improvement in HSE performance. 

Key Responsibilities 

• Lead implementation and governance of HSE management systems across operations and project sites 

• Ensure full compliance with Indian statutory HSE regulations and company standards 

• Manage construction safety programs, including: 

• Permit to Work (PTW) 
• Lockout Tagout (LOTO) 
• Hot Work Safety 
• Work at Height 
• Lifting Operations 
• Confined Space Entry 
• Electrical Safety 

• Drive behavior-based safety programs, safety campaigns, and leadership engagement 

• Lead incident investigations using Root Cause Analysis / Causal Tree methods 

• Conduct site inspections, internal audits, and contractor safety performance reviews 

• Implement corrective and preventive actions to improve HSE performance 

• Support emergency response planning and safety drills 

• Coordinate with regulatory authorities and internal stakeholders 

Mandatory Skills (Must Have) 

✔ 8–12 years of HSE experience in heavy industries such as steel, power, refinery, oil & gas, cement or large manufacturing plants 

✔ Strong knowledge of Indian statutory safety regulations 

✔ Hands-on experience in construction safety management 

✔ Proven experience managing contractor safety at large industrial sites 

✔ Incident investigation expertise (Root Cause Analysis / Causal Tree) 

✔ Strong leadership and safety culture development experience 

✔ Audit, compliance and HSE KPI management 

Preferred Qualifications 

• Engineering Degree / Safety Engineering / Industrial Safety 

• NEBOSH Certification 

• ISO 45001 / ISO 14001 Lead Auditor certification 

• Experience implementing digital HSE tools, reporting dashboards or analytics 

Key Performance Indicators 

• TRIR / LTIFR reduction 

• Audit compliance scores 

• Closure of safety actions and corrective measures 

• Contractor HSE performance 

• Leading indicators such as safety observations and toolbox talks
