Position Summary

The Head – Purchase & Procurement shall be responsible for end-to-end procurement strategy, sourcing, negotiation, contract finalization, vendor management, and material planning for all civil & infrastructure projects of the company including roads, highways, marine works, piling, structures, RMC and EPC projects.

This role is critical for controlling project cost, cash flow, timelines, and profitability through strong commercial leadership.

Key Responsibilities

Strategic Procurement Leadership

• Develop and implement company-wide procurement strategy aligned with project budgets and execution plans.
• Lead procurement for high-value materials & services including:
• Cement, steel, aggregates, bitumen, pipes, geotextiles, chemicals
• Heavy machinery, shuttering, formwork, marine equipment
• Sub-contracts, transport, fabrication & specialized vendors
• Establish rate contracts, long-term supply agreements, and framework contracts.
  
  

Project & Site Support

• Coordinate closely with Planning, Projects, Stores, Finance and Contracts teams.
• Prepare project-wise material budgets, BOQ linking, and procurement schedules.
• Ensure just-in-time material availability at all sites.
  
  

Commercial & Cost Control

• Lead price negotiation, cost optimization & value engineering.
• Track market trends, price fluctuations & vendor risks.
• Ensure maximum cost savings without compromising quality & timelines.
• Maintain strict control on material consumption vs BOQ.
  
  

Vendor Development & Management

• Build and maintain a strong network of approved vendors, manufacturers, transporters & subcontractors.
• Conduct vendor evaluation, performance reviews & compliance audits.
• Resolve disputes, claims and delivery issues proactively.
  
  

Contract & Compliance

• Finalize purchase orders, work orders & supply contracts in coordination with Legal & Finance.
• Ensure all procurement activities comply with statutory regulations, taxation, quality standards & company policies.
  
  

Systems & Reporting

• Implement and manage ERP-based procurement systems.
• Maintain complete documentation for audits and management review.
• Prepare monthly procurement MIS, cost variance analysis & savings reports.
  
  

Required Qualifications & Skills

• BE / BTech (Civil) or Diploma with extensive experience
• MBA (Supply Chain / Operations) preferred
• 15+ years of hands-on procurement experience in civil & infrastructure projects
• Proven leadership in handling ₹100+ crore annual procurement
• Deep understanding of:
• Civil materials, equipment & subcontracting markets
• BOQ, project costing, tendering & contracts
• GST, taxation, logistics & commercial terms
• Strong negotiation, leadership & vendor management skills
• Expertise in ERP systems, Excel, MIS, procurement dashboards
