Job Description

This employee directs, manages, supervises, and coordinates assigned activities and operations within the Finance Department. Employee coordinates assigned activities with other divisions, departments and outside agencies and provides highly responsible and complex administrative support to the Finance Director. Performs related duties as required.

Knowledge Of

Pertinent sections of the Cincinnati Municipal Code and City Charter, as well as the Ohio Revised Code.

Generally accepted accounting principles for municipal governments.

Advanced principles and practices of accounting, budget preparation and administration, and finance.

Financial markets and investment principles.

City and departmental human resources policies and procedures; Civil Service rules; union contracts.

Principles of supervision, training, and performance evaluation.

Pertinent federal, state, and local laws, codes, and regulations.

Skill To

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability To

Implement and maintain positive employee relations.

Promote and maintain highest integrity throughout all personnel.

Analyze and manage effective EEO/AA programs.

Select, supervise, train, and evaluate staff.

Participate in the development and administration of division goals, objectives, and procedures.

Prepare and administer large program budgets.

Prepare clear and concise administrative and financial reports.

Analyze and interpret complex financial information.

Conduct and review financial audits.

Interpret and apply departmental and City financial policies and procedures.

Interpret and apply federal, state, and local policies, laws, and regulations.

Interpret and apply City human resources policies and procedures, Civil Service Rules, and union contracts.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Maintain composure in tense or confrontational situations.

Conduct grievance hearings as assigned.

Each applicant must have a Bachelor's Degree in Accounting or Finance, a Master’s Degree is preferred, and three years of supervisory experience. Licensure as a Certified Public Accountant is preferred.

Other Requirements

A valid Driver's License may be required.

Must be an excellent communicator and team builder.

Military Education & Experience Evaluation

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions: Office environment; exposure to computer screens.

Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required.
