TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Information Technology Director of the Enterprise Systems Branch, Office of Information Technology Services, the Data Processing Specialist II:

  • System Procurement & Strategic Planning
  • Conduct comprehensive research and compile current system and interface data to guide the procurement and

implementation of the new system.

  • Collaborate in the procurement process, drafting solicitation documents and aligning technological initiatives with department goals and strategic plans.
  • Manage, track, and execute outstanding tasks or deliverables required for solicitation and procurement.
  • Serve on cross-functional committees to provide technical guidance, conduct necessary research, and inform project-related decisions.
  • Technical Leadership & Strategic Planning
  • Act as the primary OITS technical expert and lead for the Human Capital Management (HCM) Lokahi project.
  • Provide advanced technical expertise to define and map system requirements and processes for time and leave, eHR, financial, budget and other integrated systems.
  • Collaborate with peer project leads to find solutions and formulate necessary operational workflows.
  • Proactively identify, troubleshoot, and escalate project delays, risks or complex technical issues to the Enterprise Services Branch (ESB) Director and broader project team.
  • Actively engage in core project meetings to drive technical strategy and team alignment.
  • Project Management & Administration
  • Drive implementation planning and execution tasks for the ESB.
  • Coordinate, prioritize, and establish clear timelines and milestones for all project-related assignments.
  • Convene and lead targeted meetings to support the continuous development and deployment of the HCM Lokahi project.
  • Provide weekly status reports to the branch director, detailing project activities and progress, upcoming schedules, and timeline adherence.
  • Represent the project and team in management meetings convened by the branch director.
  • System Operations, Training & Support
  • Design and coordinate the ongoing support structure and operational maintenance protocols for the HCM Lokahi system.
  • Develop, document, and refine processes, procedures, and best practices for system users as necessary.
  • Create comprehensive training materials and conduct training sessions to ensure successful system adoption.
  • Provide ongoing technical support and troubleshooting for the HCM Lokahi.
  • Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in information and computer sciences or business administration with specialization in management information systems.

Desired Education : Master's degree from an accredited college or university in information and computer sciences.

Experience: Six (6) years of responsible professional work in electronic data processing systems analysis and/or computer programming of which two (2) years shall have been in an education agency, program or system.

Desired Experience: Of the progressively responsible specialized experience above, at least one (1) year must have been supervisory in nature.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Computer and data systems; computer programming; electronic data processing; information systems in organizations; database systems; statistical data analysis; information systems analysis and design; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge: Principles, theories, and practices of information sciences, project management techniques, IT management, leadership, general management, and organizational behavior; principles and practices of public relations; familiarity with application of IT in educational systems.

Ability to: Perform the full range of information systems services in the area(s) of assignment; communicate effectively with others both orally and in writing; operate computers and other business machines; maintain awareness of developments in information systems services.

Desired Ability to: Strong problem solver; functions independently with minimal instruction; track and complete multiple assignments simultaneously; plan, organize, and control a large segment of DOE data processing activities, including systems analysis, programming and computer operations; develop and train professional/technical data processing staff; deal tactfully and effectively with others; analyze programs; think logically and perform duties accurately; present and explain technical ideas and concepts to public officials and others.

Supplemental Information

SALARY RANGE: EOSR-7, $113,660 to $160,893.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.

12-month certificated employees enjoy a range of competitive benefits:

  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
