Reporting To: Head of Procurement


Job Summary:

The Cloud Number Procurement Manager is responsible for sourcing, negotiating, and managing the supply of cloud-based telephone numbers (local DIDs, toll-free, ITFS, UIFN, mobile, and SIP trunks) across multiple geographies. The role ensures cost-effective, compliant, and scalable availability of virtual numbers to support the sales requirements.


This position plays a strategic role in managing relationships with telecom operators, aggregators, and licensed SBO partners globally.


Key Responsibilities:


1. Procurement & Sourcing

  • Identify, evaluate, and onboard suppliers for local, toll-free, ITFS, and UIFN 
  • numbers across target markets.
  • Develop and maintain a global vendor ecosystem (operators, licensed resellers, 
  • numbering aggregators).
  • Negotiate commercial terms, interconnect rates, SLAs, and MSA agreements.
  • Ensure redundancy and coverage across key markets (e.g., SEA, Europe, LATAM, 
  • Africa).


2. Vendor & Partner Management

  • Manage ongoing relationships with telecom carriers and number providers.
  • Track vendor performance based on quality, delivery timelines, cost, and 
  • compliance.
  • Conduct quarterly business reviews and benchmarking with top suppliers.
  • Collaborate with legal and regulatory teams for SBO or telecom license validations.


3. Regulatory & Compliance Management

  • Ensure all procured numbers comply with local telecom regulations, KYC, and 
  • number usage guidelines.
  • Track regulatory changes that could impact numbering availability or cost.


4. Commercial & Cost Optimization

  • Continuously optimize vendor pricing and routing to improve gross margins.
  • Support finance with cost forecasting, vendor billing verification, and dispute 
  • resolution.
  • Evaluate volume-based discounts and long-term contracts for better pricing.


5. Cross-functional Collaboration

• Work closely with Product, Sales, and Operations teams to forecast number demand.

• Coordinate with provisioning and technical teams to ensure timely number activation.

• Provide number coverage and availability data to support go-to-market initiatives.


6. Data & Reporting

• Maintain an updated inventory of global numbering assets and supplier  capabilities.

• Use procurement dashboards and CRMs to track performance, availability, and costs.

• Generate MIS reports on supplier spend, lead times, and coverage expansion.

Qualifications & Experience:

• Bachelor’s degree in Telecommunications, Supply Chain, or Business Management (MBA preferred).

• 5–10 years of experience in telecom procurement, carrier management, or numbering operations.

• Proven experience in cloud telephony, CPaaS, SIP, or DID number sourcing.

• Understanding of SBO licensing, numbering regulations, and global voice routing.

• Strong commercial negotiation and vendor management skills.


Skills & Competencies:

• Deep knowledge of global telecom numbering systems and voice termination.

• Analytical skills for cost modeling and margin optimization.

• Strong interpersonal and negotiation skills.

• Familiarity with tools like Salesforce, Zoho CRM, or ERP procurement modules.

• Ability to work in a global, cross-cultural environment.

• Detail-oriented, with strong documentation and compliance management capabilities.

• Singapore / SEA (SBO-licensed number providers)

• Europe & UK (Ofcom-compliant DIDs)

• US & Canada (Toll-free, local DIDs)

• Middle East / Africa / LATAM (via licensed partners and aggregators
