Job Description
Job Purpose
Organize, coordinate & monitor implementation of safety procedures and programmes for prevention of personal injuries in order to maintain safe working environment and to enhance productivity of the Unit.

In line with its strategy of growing aggressively in the contract coal mining sector, the Mining Business has been exploring various opportunities. After its last success in the form of Bhubaneshwari OCP of MCL, it has now been awarded a similar contract by another subsidiary of CIL.
To complement the requirement generated by the expansion plans of a public sector power generation company, this subsidiary of CIL is compelled to increase the capacity of one of its existing mines to reach a peak production level of 17 MTPA from the current level of 10.5 MTPA. This is an open cast operational mine located in Godda district in Jharkhand.
The Mining Business has registered a Company (Rajmahal Coal Mining Ltd.) to facilitate the commencement of operations. As per the contract the initial duration of the project is 12.5 yrs

Ensure implementation of safe working practices in the Mines to achieve zero accident goals.

Investigation and analysis of accidents to develop improved safe working practices in the unit.
Monitor compliance of statutory requirements pertaining to safety rules and regulations to enhance the image of the unit

Job Challenges
- The job holder is responsible for implementation of Safety procedure and programmes in order to maintain safe working environment in mines.
- To bring cultural changes in employees to achieve zero accident and zero man days loss with adhering to safety measures in all the activities.
- Ensure zero accident in the Mines by developing Hazards identification and risk analysis with remedial measures.

KRA1 1. Safety Implementation
Ensure implementation of safe working practices in the Mines to achieve zero accident goals.
- Periodic Safety Audit and Implementation of points observed.
- Regular inspection and Monitor the implementation of safety norms
- Participation in dept. meeting and emphasis on use of Personnel Protective Equipment(PPE).
- Generate and review of reports and analysis of accidents
- Feedback to Departmental Heads on the status of monitoring the implementation of the action points related to safety.
- Proper Implementation of Work Permit System.
- Safety Survey
- Ensure display of safe operating procedure/instructions.
Ensure implementation of safe working practices in the Mines to achieve zero accident goals.
- Safety promotion and awareness:
- Display boards, posters/slogans
- Administrate Safety pledge on safety day involving all employees
- Safety competition – Essays, Slogans, Posters Drama, quiz etc. for employees and school children.
- Arrange & conduct safety awareness campaigns
- Safety awareness through sending Safety articles, circulars etc... to all the employees through software
Investigation and analysis of accidents to develop improved safe working practices in the unit.
- Listing activities of operations in co-ordination with departmental people ( Job Safety Analysis)
- Identifying hazards and risk analysis
- Implement Counter-measures for hazards/risks
- Investigate and analyze causes of accidents and type of injuries
- Analyze thro’ Causation model
- Preparation of safety budget.
Monitor compliance of statutory requirements pertaining to safety rules and regulations to enhance the image of the unit
- Arrange / Co-ordinate for safety committee meetings
- Inspection of equipments as per safety norms, e.g., HEMMs, Tippers etc..
- Preparation of departmental accident reports and to send to statutory authority.
- Conduct mock drills to check "Onsite emergency preparedness"
- Co ordinate with MCL Safety Officer.
- Identification of Hazards
- Analyze risks related to operational and maintenance activities
- Co-ordination with various departments for implementation of Safety Norms.
- Development of systems and periodic audit, review and analyze improvement.
- Monitoring the implementation of corrective action on Audit Observations.
- Induction Safety training for each & every contractor labours & refresher trainings to contractor labours.
- Conduct regular class room safety trainings
- Conduct on the job safety training especially for contract labour.
- Safety training for supplier and vendors.
- Training for prevention of fire and demonstration for fire fighting.
- Conduct safety audit of all section of mines and follow up for their correction.
- Conduct safety audit
- Liaisoning with DGMS authorities
- Liaisoning with Central Labour Institute.
- Liaisoning with National Safety Council.
- Analysis & Implementation of suggestions received during Corporate safety meet.
