General Description
The RESEA Lead Employment Specialist is responsible for overseeing the delivery of Reemployment Services and Eligibility Assessment services within the OhioMeansJobs Cincinnati–Hamilton County system. This role provides direct supervision to RESEA Employment Specialists and ensures that all services are delivered in accordance with Ohio Department of Job and Family Services guidelines, Unemployment Insurance requirements, and OMJ operational standards.
The RESEA Lead serves as both a working supervisor and subject matter expert, ensuring high quality service delivery, strong staff performance, and compliance with state and federal program requirements. This role also supports collaboration across OMJ partners to ensure seamless customer service and positive employment outcomes for participants.
Responsibilities
- Provide daily supervision, coaching, and performance management for RESEA Employment Specialists, including monitoring productivity, participation rates, and quality of service delivery
- Ensure compliance with all RESEA requirements, including timely completion of assessments, Individual Reemployment Plans, and required follow up activities tied to Unemployment Insurance eligibility
- Monitor caseloads and service flow to ensure participants are scheduled, served, and documented within required timeframes
- Conduct routine file reviews, audits, and quality assurance checks to ensure accuracy, completeness, and alignment with OMJ and state policies
- Serve as the primary escalation point for participant issues, staff concerns, and compliance related matters
- Lead onboarding and training of new RESEA staff, and provide ongoing coaching to improve performance outcomes and customer service
- Collaborate with OMJ center leadership and partner programs, including Wagner Peyser, WIOA Adult and Dislocated Worker, and other community partners, to ensure coordinated service delivery
- Support staff in delivering high quality employment services, including assessments, job matching, resume development, interview preparation, and direct job placement assistance
- Oversee participant engagement strategies to reduce no show rates and ensure continued connection to services
- Track and analyze performance metrics such as completion rates, entered employment outcomes, and compliance indicators, and implement corrective action plans as needed
- Support outreach and communication efforts to maintain strong engagement with referred Unemployment Insurance claimants
- Stay current on labor market trends, Unemployment Insurance policies, and OMJ system updates to ensure accurate guidance to staff and participants
Qualifications
- Minimum of three to five years of experience in workforce development, employment services, or a related field, including supervisory or team lead experience
- Demonstrated knowledge of RESEA, Unemployment Insurance programs, and OhioMeansJobs service delivery
- Strong leadership and coaching skills with the ability to manage staff performance and drive outcomes
- Excellent communication, organizational, and problem solving skills
- Experience with case management systems and performance tracking within workforce programs
- Ability to manage multiple priorities in a fast paced, compliance driven environment
- Proficiency in Microsoft Office and data systems used within OMJ centers
- Commitment to diversity, equity, and high quality customer service
- Workforce development certification or willingness to obtain preferred
