Job Description

Project Coordinator – Administrative

Location: Public Works-Central

Schedule: Monday -Friday 8:00 a.m. – 5:00 p.m.

This role provides administrative, technical, and field support for stormwater and Public Works projects, ensuring efficient planning, design, construction, and maintenance. Responsibilities include coordinating cross-functional initiatives, managing contracts and capital improvement workflows, and conducting inspections and technical reviews. The position ensures compliance with County standards and regulatory requirements while advancing rehabilitation projects from initiation through completion. Serving as a key liaison, it bridges technical coordination and administrative execution to deliver successful infrastructure projects.

What Would You Do?

Program & Project Coordination

  • Plans, schedules, and tracks projects and program activities across multiple operational, engineering, and administrative units; monitors deadlines, deliverables, risks, and issue resolution.
  • Prepares project documentation, reports, presentations, research summaries, and briefing materials for internal and external stakeholders; ensures compliance with reporting requirements.
  • Assists with permit and regulatory compliance through data gathering, documentation, and reporting.
  • Coordinates logistics for meetings, workshops, field reviews, procurement events, and interdepartmental work sessions.
  • Provides support for stormwater rehabilitation programs, including pipe lining, pipe removal and replacement, and open channel commercial maintenance.
  • May supervise or lead assigned staff, interns, consultants, or contractors performing defined tasks or project components.
  • Facilitates progress communication between internal teams, contractors, vendors, and inspectors.

Field Support & Preliminary Technical Reviews

  • Assist with field inspections, assembles technical documentation, and assist with the preparation of work order packages.
  • Assists in preliminary assessment activities such as preparation for CCTV coordination, permitted facility inspections, and condition documentation.
  • Conducts preliminary reviews of stormwater complaints, drainage issues, and minor plan sets for completeness and alignment with program standards.
  • Prepares field reports, photo documentation, and inputs GIS/ asset management data entries as directed.

Contract & Procurement Support

  • Prepares and reviews scopes of work, cost estimates, specifications, work orders, and CIP justification packages for stormwater lining, replacement, rehabilitation, and open-channel projects.
  • Coordinates procurement activities in compliance with County Purchasing procedures, including solicitations, bid/RFP support, vendor communication, and contract renewals.
  • Reviews contractor proposals, schedules, pay applications, change orders, test results, and close-out documentation for accuracy and compliance.
  • Maintains records for compliance and asset management systems, including NPDES/MS4 requirements, CCTV inventories, lining programs, pipe rehabilitation logs, OCCM maintenance activities, and related documentation.
  • Supports pre-bid, pre-construction, and progress meetings; documents action items and follow-up requirements.
  • Assists with preparation of BOCC agenda items such as maintenance agreements, contract amendments, and renewal documentation.

Access Coordination & Real Estate Interface

  • Serves as the Division’s representative in coordinating with internal and external entities such as Real Estate Management, County Attorney’s Office, Engineering & Survey, Operations, and municipalities regarding land access and rights.
  • Reviews and, when necessary, assists in obtaining documents related to rights-of-way, easements, temporary construction access, plat dedications, and other real estate instruments necessary to perform stormwater maintenance and rehabilitation activities.

Administrative & Regulatory Support

  • Maintains project files, documentation logs, compliance checklists, and closure packages in support of NPDES/MS4 requirements.
  • Assists with report preparation, presentation materials, and internal briefings.
  • Supports interdepartmental coordination and communication on permitting, environmental compliance, utility coordination, and municipal partnerships.
  • Utilizes project management, asset management, and GIS platforms to input, query, track, and analyze data.
  • Research regulatory requirements, industry best practices, technical standards, and peer agency approaches to support continuous improvement.
  • Research, Records, & GIS Management: Conducts research by reviewing project files, MicroPISH, GIS data, historical records, and reliable online sources to support project delivery, regulatory compliance, and decision-making. Manages, organizes, and maintains research materials, project records, and GIS files to ensure accurate documentation, traceability, and accessibility.
  • Easement & Access Management: Supports stormwater projects through knowledge of easements, rights-of-way, and access agreements, including review of recorded documents and coordination of easement acquisition, transfer, and documentation processes. Assists with tracking easement status and ensuring appropriate legal access is in place for maintenance, rehabilitation, and capital projects.

Emergency Response & Duty Assignment

  • Supports County emergency operations including pre-storm preparation, post-storm assessments, and operational sustainment activities.
  • May be required to work extended hours, nights, weekends, or disaster duty as assigned.

What Do You Need To Have?

  • Eight (8) years of technical or professional experience in public administration, construction, engineering, stormwater management, utilities, project management, contract administration, procurement support, or closely related fields; or an equivalent combination of education, training, and experience.
  • Possession and maintenance of a valid State of Florida Driver's License.

Highly Desirable

  • Experience in field inspections, construction administration, CCTV review, contract compliance, stormwater/reclaimed water utilities, or transportation infrastructure.
  • Training or certifications such as:
    • FDOT TTC (Intermediate or Advanced)
    • NIMS/ICS
    • Trench & Excavation Safety Awareness
    • Confined Space Awareness
    • PACP/MACP/LACP (desired, not required)
    • Stormwater BMP/NPDES inspection
    • GIS field data collection
    • Experience with asset/project management systems.
Knowledge, Skills, And Abilities

  • Independent judgment, initiative, and decision-making within assigned scope.
  • Ability to balance technical field realities with administrative and contractual requirements.
  • Ability to manage multiple parallel work streams in a fast-paced operating environment.
  • Commitment to professionalism, responsiveness, and public service.
  • Working knowledge of stormwater systems, drainage infrastructure, roadway and utility construction, and maintenance practices.
  • Familiarity with applicable regulatory and design standards, including County codes, FDOT, FEMA, NPDES/MS4, and related environmental/permit frameworks.
  • Ability to interpret technical documentation such as plans, specifications, maps, profiles, plat records, aerials, and CCTV inspection data.
  • Understanding of public administration, budgeting, procurement, contracting, bidding, and BOCC approval processes (or ability to learn).
  • Strong organizational and tracking skills with attention to detail.
  • Proficient in Microsoft Office; experience with GIS platforms, Cityworks, or PMIS preferred.
  • Familiarity with field data collection tools and photo documentation.
  • General understanding of real estate concepts, including easements, rights-of-way, dedications, and access instruments.
  • Ability to communicate effectively with contractors, inspectors, engineers, and the public.
  • Strong organizational and tracking skills with attention to detail.
