Job Title: HSSE Officer

Location: Yanbu, Saudi Arabia

Job Summary:

Responsible for implementing, monitoring, and enforcing HASCO’s Health, Safety, Security and Environment (HSSE) policies and procedures across operational sites including Off Dock Container Yards, Warehouses, Transportation, Bunkering activities, Workshops and related facilities, Marina facilities, Marine Operations, Construction, Environmental Services, and related business activities. The role includes managing yard security and supervising company security guards to ensure effective access control, traffic and perimeter control, site safety enforcement, and emergency response readiness, while ensuring full compliance with applicable laws, regulations, and internal SOPs to prevent accidents, injuries, environmental incidents, and property damage. 

Educational Qualification:

• Diploma or Bachelor’s Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
• Recognized HSE certification (e.g., NEBOSH, IOSH Managing Safely, OSHA or equivalent). 

Experience

• Minimum 3–5 years of experience as a Safety Officer in logistics, construction, ports, terminals, warehouses, construction, or transportation sectors.
• Practical experience in risk assessments, inspections, incident investigations, safety training, control of substances hazardous to health (COSHH).
• Familiarity with heavy equipment operations, and vehicle movement, chemical substances risks.

Skill Required:

• Strong knowledge of occupational health & safety regulations and best practices.
• Ability to conduct risk assessments, Job Safety Analysis (JSA), and safety inspections.
• Incident investigation and reporting skills.
• Good communication and safety awareness training skills.
• Ability to identify unsafe acts and conditions and recommend corrective actions.
• Good documentation, reporting, and coordination skills. 

Duties & Responsibilities:

• Monitor compliance with HASCO HSSE policies, procedures, and applicable legal requirements across all operational areas including.
• Manage and Monitor the Security Guards and maintain all the records related to Security to ensure compliance with Industrial Security of RC & legal applicable requirements.
• Conduct regular site inspections, audits, and safety walks across operational areas, including operational yards, access points, and controlled areas.
• Identify hazards related to operations, traffic movement, access control, and site activities, and ensure implementation of corrective and preventive actions.
• Prepare and review risk assessments, method statements, and JSAs for operational and yard security and site activities.
• Investigate accidents, incidents, near misses, and unsafe acts; prepare reports and recommendations.
• Ensure proper use of PPE and compliance with safety signage, traffic rules, and site access requirements by all personnel.
• Conduct toolbox talks, safety briefings, and induction training for employees, contractors, and site visitors.
• Coordinate emergency drills and support emergency response activities, ensuring effective site control and orderly evacuation.
• Maintain HSSE records, reports, statistics, and compliance documentation.
• Liaise with supervisors, managers and contractors on safety-related matters.
• Support continuous improvement of HASCO’s safety management system.
