JOB DESCRIPTION: EXECUTIVE DIRECTOR OF ELEMENTARY INSTRUCTION
SALARY SCHEDULE: CERTIFIED EXECUTIVE DIRECTOR
DEPARTMENT: TEACHING & LEARNING
FLSA STATUS: EXEMPT
SAFETY-SENSITIVE: YES
Position Summary
The Executive Director of Elementary Instruction provides leadership and oversight for instructional programs across the district’s elementary schools, ensuring alignment with district curriculum, Oklahoma academic standards, and strategic priorities. This position supervises and supports elementary principals while guiding instructional practices, analyzing student achievement data, and strengthening Tier I instruction to improve outcomes for all elementary students.
Qualification Requirements
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a wide variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Qualification Requirements
- Master’s Degree
- Valid Oklahoma Elementary Principal’s Certificate
- Valid Oklahoma Early Childhood Certificate (Preferred)
- A minimum of 10 years of experience in education, with at least 5 years of school-level administration, is required.
- Develops and supports leadership skills among elementary principals and assistant principals to improve student academic outcomes, strengthen teacher retention, and foster positive school culture and morale across all elementary campuses.
- Provides leadership for the implementation of district curriculum and research-based instructional practices in early childhood and elementary programs (PreK–5), with a strong emphasis on early literacy, numeracy development, and standards-aligned Tier I instruction.
- Analyzes and interprets results from district, state, and national assessments and collaborates with school leadership teams to identify instructional priorities, develop improvement goals, and implement strategies to increase student achievement.
- Conducts formative and summative evaluations of elementary principals and supports principals in implementing the district’s evaluation system for certified and non-certified staff while promoting professional growth and instructional leadership.
- Supports the implementation and monitoring of MTSS frameworks within elementary schools to ensure effective Tier I instruction, timely interventions, and coordinated supports that address the academic, behavioral, and social-emotional needs of students.
- Oversees district compliance with all federal, state, and local legislation, regulations, and policies related to elementary education, including oversight of documentation and reporting required for state accreditation.
- Reviews elementary enrollment trends, class sizes, and program needs to provide recommendations to the Superintendent regarding staffing allocations, program adjustments, and resource distribution to ensure effective and equitable school operations.
- Guides and monitors the implementation of Professional Learning Communities (PLCs) in elementary schools to ensure teachers collaboratively analyze student data, align instructional practices, and implement effective strategies to improve student learning.
- Collaborates with district leadership to support teacher recruitment, professional development, and retention initiatives designed to strengthen instructional capacity and maintain a highly effective elementary workforce.
- Additional duties that may be assigned by the immediate supervisor or above.
