Position Summary
The Housing & Economic Development Director plans, directs, manages, and evaluates the City’s economic development programs and initiatives. The position is responsible for business attraction, retention, and expansion; redevelopment and revitalization strategies; public-private partnerships; and coordination with regional, state, and federal agencies. Work involves high-level strategy, policy development, stakeholder engagement, and project implementation designed to expand the City’s tax base, increase job creation, and support sustainable economic growth.Essential Duties and Responsibilities
Knowledge Of
The Housing & Economic Development Director plans, directs, manages, and evaluates the City’s economic development programs and initiatives. The position is responsible for business attraction, retention, and expansion; redevelopment and revitalization strategies; public-private partnerships; and coordination with regional, state, and federal agencies. Work involves high-level strategy, policy development, stakeholder engagement, and project implementation designed to expand the City’s tax base, increase job creation, and support sustainable economic growth.Essential Duties and Responsibilities
- Develops and implements the City’s comprehensive economic development strategy and annual work plan.
- Leads business attraction, retention, and expansion efforts, including direct outreach to target industries and key employers.
- Serves as the City’s primary liaison to developers, brokers, site selectors, business owners, and investors.
- Coordinates redevelopment and revitalization initiatives in targeted districts and corridors.
- Identifies and pursues grants, incentives, and funding opportunities to support economic development projects.
- Negotiates and manages development agreements, incentive packages, and public-private partnerships in coordination with the City Manager and City Attorney.
- Collaborates with CRA/redevelopment area initiatives where applicable.
- Conducts economic and market analysis to support policy and investment decisions.
- Prepares agenda items, presentations, and reports for City Commission and advisory boards.
- Advises executive leadership on economic trends, land use impacts, and development opportunities.
- Coordinates cross-departmentally with Planning, Building, Public Works, Finance, and Communications to facilitate development projects.
- Represents the City at regional economic development organizations, chambers of commerce, and industry events.
- Develops marketing and branding strategies to promote the City as a business destination.
- Oversees department budget, contracts, consultants, and program performance metrics.
- Supervises assigned staff and consultants.
- Ensures compliance with applicable laws, ordinances, procurement rules, and ethics requirements.
- Bachelor’s degree in Economic Development, Urban Planning, Public Administration, Business Administration, Real Estate, or related field.
- Five (5) to seven (7) years of progressively responsible experience in economic development, redevelopment, planning, or related field.
- An equivalent combination of education, training, and experience may be considered.
- Must possess a valid Florida driver’s license with satisfactory driving record held throughout employment.
- Master’s degree in Public Administration, Urban Planning, Business, or related field.
- Certified Economic Developer (CEcD)
- Municipal or public sector experience strongly preferred.
- At least three (3) years of management or supervisory experience.
- Experience with redevelopment areas, incentive programs, and development finance tools.
- Experience working with Community Redevelopment Agencies (CRA) or downtown development authorities.
- Bilingual (English/Spanish, English/Haitian Creole, English/Mandarin).

- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Primarily office environment with frequent external meetings and site visits.
- Attendance at evening meetings and events may be required.
- Occasional travel for conferences and business recruitment activities.
