NATURE OF WORK

This classification involves planning work related to community development for the City. An employee in this position reviews rezoning, site plans, building permits, and other applications for code compliance; forms and revises comprehensive plan for the City; and assists with code standards and related projects. This position also responds to inquiries, oversees related databases, and coordinates related activities with other departments and agencies.

NATURE OF WORK

This classification involves operating passenger buses over prescribed routes within the City, assisting passengers with packages as needed. An employee in this position ensures the safe operation of passenger vehicles such as vans, minibuses, station wagons, or automobiles in transporting clients; transports individuals to/from clinics, doctor offices, or other treatment facilities; keeps to schedules; keeps vehicles clean; and reports any necessary repairs. This position also operates vehicles on special charters for special events and performs dispatch duties including dispatching work assignments, scheduling appointments, verifying pickups, and reporting accidents.

Essential Job Functions

  • Picks up assigned route materials from the supervisor; ensuring that route, schedule cards, and trip sheets are included.
  • Starts vehicle; checks and adjusts equipment for proper operating condition; inspects body of coach for unreported damage; and drives vehicle into roadway while making further checks.
  • Proceeds to starting point of assigned route; checks time schedule; and begins to board passengers at designated point.
  • Operates door lever for doors, wheelchair lifts, and ramps for low floor buses.
  • Answers passenger questions on connecting routes, passenger discharge zones, schedules, and other general information.
  • Records required information on trip sheet; reports on any unusual incidents; and turns in materials to dispatcher at the end of the shift.
  • Ensures that assigned vehicles are clean and adequately supplied with fuel; reports need for maintenance to supervisor.
  • Submits reports on traffic accidents, passenger injury, vehicles or equipment malfunction, and service complaints.
  • Secures wheel chair passengers according to proper manufacturer specification and City guidelines.
  • Assist passengers with packages.
  • Operates passenger vehicles to transport City residents to physician’s offices, clinics, or other medical treatment facilities; transports clients being treated under rehabilitation programs to clinics or other treatment/diagnostic facilities.
  • Takes clients to and from shopping for basic needs; transports clients to and from Social Security, veterans’ offices, or other social service needs.
  • Operates radio and related equipment at dispatch desk in order to communicate with drivers and the public for the timely pick up and return of residents; dispatches work assignments; receives reports from drivers; verifies pickups and returns; and schedules bus driver routes.
  • Assists with emergencies; notifies appropriate law enforcement agencies about accidents; and instructs bus driver on proper procedures to follow.
  • Gives information to public relative to routes, schedules, and lost and found items.
  • Keeps interior and exterior of vehicles clean and neat.
  • Performs related work as required.

EDUCATION

  • High school or vocational school diploma or GED.

Experience

  • Basic work experience operating a mini-bus or larger motorized passenger vehicle in a passenger services capacity including some experience operating radio dispatch equipment, performing clerical tasks, and working with computers.
  • Valid Florida class “B” commercial driver’s license with a “P” endorsement, without Restriction 1-Vehicles W/O Air Brakes and a good driving record.
  • Pass pre-employment and random drug testing as required and monitored by DOT 49 C.F.R. Part 382.

Necessary Special Qualifications

  • Must possess Valid class “B” commercial Driver’s License with a “P” endorsement, without Restriction 1-Vehicles W/O Air Brakes and a good driving record.
  • Must obtain Valid Florida class “B” commercial Driver’s License with a “P” endorsement, without Restriction 1-Vehicles W/O Air Brakes prior to hire.
  • Pass pre-employment and random drug testing as required and monitored by DOT 49 C.F.R. Part 382

PHYSICAL DEMANDS

  • Physical capability to effectively use and operate City assigned motorized vehicles, manual or power tools.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.
  • Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements.
  • Ability to walk, stand and sit for prolonged periods of time.
  • Ability to work outdoors under varying temperatures, inclement weather and/or other adverse conditions.
  • Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds.
  • Ability to hear within normal audio range, with or without correction.
  • Ability to see in the normal visual range with or without correction. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Ability to withstand exposure to the following conditions without stress: excessive noise, unpleasant odors, chemicals/other environmental substances, blood borne pathogens.
  • If applicable: Perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped.

Knowledge, Skills, And Abilities

  • Knowledge of motor vehicle laws of the state of Florida.
  • Knowledge of the operating characteristics and service checks for diesel and gasoline powered passenger buses.
  • Knowledge of defensive driving techniques and the safety precautions applicable to passenger transportation.
  • Knowledge of the prescribed rules and regulations of the local public transit system.
  • Knowledge of the primary, secondary, and arterial road network of the local area.
  • Knowledge of first aid.
  • Knowledge of standard office practices and procedures.
  • Knowledge of radio dispatching techniques, schedules, routes, forms, regulations, and procedures used in transit dispatching.
  • Skill in the safe operation of passenger buses.
  • Skill in using in using Officer and department software.
  • Ability to assist passengers in a courteous manner.
  • Ability to detect malfunctions in a vehicle and notify appropriate personnel of any needed repairs.
  • Ability to keep records and prepare reports.
  • Ability to react quickly and calmly in emergencies.
  • Ability to establish and maintain good employee, public, and customer relations.
  • Ability to understand, interpret, and effectively carry out written and oral instructions.
  • Ability to communicate clearly and effectively.
