The Assistant Manager, Human Resources for NCIS plays a critical role in advancing both People Team and NCIS Business Unit (BU) priorities. Reporting to and supporting the HR Associate Director, NCIS, the HRG is responsible for executing key HR programs and initiatives that support the attraction, development, deployment, and effective management of the workforce.
The Assistant Manager, Human Resources is responsible for developing, administering, and maintaining HR systems, programs, tools, procedures, and plans aligned according to HR policies. They will provide guidance and support to staff at all levels of the BU, on various HR matters across the employee lifecycle. Job duties will vary; some tasks are routine and administrative while other responsibilities may be complex. They will collaborate with the HR Associate Director, NCIS and members of the Asia Pacific HR team to disseminate relevant HR communications and deliver high-quality HR services for the NCIS BU.

Responsibilities & Scope
- Primary contact for general HR inquiries, providing the necessary support.
- Builds and maintains strong, collaborative, and consultative relationships with the NCIS BU staff, the AP HR team and across the People Team.
- Collaborate with various People Team partners to enhance service delivery, drive change, and streamline processes.
- Ensure timely and accurate communication of pertinent information with the NCIS BU staff.
- Assist HR Associate Director, NCIS in communicating People Team policies, procedures, and programs, ensuring alignment with organizations standards and country requirements.
- Collects, analyzes, and reports HR data (e.g., headcount, turnover, compliance metrics) to identify trends, support workforce decisions, and inform HR and business leaders.
- Develops, implements, and maintains HR policies and procedures to ensure legal compliance, consistency, and fair employee practices; advises managers and employees on policy interpretation and application.
- Closely partnering with AP HR Operations Shared Services team to process HR transactions in Workday ensuring data accuracy and compliance.
- Serves as a Workday subject matter expert coaching employees and managers on business processes, ensuring data integrity, and supporting ongoing system improvements.
- In close collaboration with the Regional Recruiter and the HR Associate Director, NCIS, manages full cycle recruitments, including job posting, resume screening, interviewing, selection, and onboarding.
- Ensures a consistent and welcoming onboarding and offboarding process across NCIS BU in close collaboration with the BUs’ Operations Teams and People Team.
- Supports the annual Performance Partnership Process by providing guidance to staff on all phases of the cycle and assists the HR Associate Director in managing the end-to-end process.
- Coordinates training and workshops, communications, and follow-up. May facilitate sessions as needed.
- Lead Employee Engagement activities within the BU.
- Develops, implements, and maintains HR policies and procedures to ensure legal compliance, consistency, and fair employee practices; advises managers and employees on policy interpretation and application.

What You’ll Bring
- Bachelor’s degree or a minimum of 5 years related work experience in area(s) of specialization or equivalent combination.
- Experience coordinating and leading projects.
- Experience responding to HR related questions and problems from employees/management.
- Experience in one or more of the following areas: database management and spreadsheet software; constructing and producing reports; data input, manipulation, and analysis.
- Experience working with MS Office software, including Word, Excel, Access and PowerPoint.
- Fluent in verbal and written English.
- Strong verbal and written communication, active listening, and ability to manage sensitive information with discretion.
- Advanced understanding of fundamental HR concepts, processes, and services.
- Strong organizational skills and attention to detail.
- Proven ability and comfort developing trusting relationships with diverse people and cultures.
- Proven ability to multitask and adapt to shifting priorities.
- Multi-cultural or cross-cultural experience.
- Multilingual skills.
- HR certification (e.g., SHRM-CP, PHR) preferred.
- Ability to travel.
