This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective
This position provides the operational services and strategic oversight required to manage the MTA’s material inventory. This multi-dimensional role provides policy direction, analytical, and local supply chain and forecasting services to the Procurement Department, storeroom personnel, and operating departments within all MTA agencies, as it applies to the warehousing and materials management functions. The Assistant Deputy Chief, Materials Management, is responsible for the complex task of controlling the size of MTA's inventory and its material budgets, within resource and space constraints, while meeting the demands of its workforce for materials.
Responsibilities
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.

Responsibilities
- Translate Agencies’ operational maintenance inventory needs into accurately forecasted requirements, so that those requirements are communicated and available in a timely and efficient manner.
- Ensure Agencies’ operational requirements correctly speak to the quantity, frequency, and levels of storage at individual locations, as well as each agency in general, subject to budgetary and location size constraints, to maintain an efficient and cost-effective supply chain.
- Determine, manage, and control MTA’s $600M+ material budget. Oversee efforts to develop methodologies to monitor and control MTA’s inventory.
- Manage efforts to provide strategic direction in the development and enhancement of all inventory management applications.
- Direct the strategic management of the 200K item stock catalogue utilized by every MTA agency.
- Oversee management of methods and procedures to ensure the accuracy of MTA’s inventory at all 80+ storerooms.
- Direct efforts to initiate, develop, and implement new strategies aimed at increasing effectiveness and efficiencies throughout the MTA’s distribution network
- Brief MTA executive and senior management on supply chain initiatives. Develop and implement innovative reporting and analytic methods to allow all stakeholders in the MTA supply chain to make better decisions.
- Balance the conflicting needs and goals of all members of the MTA supply chain by formulating solutions that will offer benefits and efficiencies for the entire supply chain.
- Selects, trains, supervises, and directs the work of employees and consistently applies policies and procedures in an equitable manner. Provides ongoing performance management guidance, including progressive discipline when necessary. Responsible for enhancing employee performance through establishing and communicating clear expectations and evaluating performance in a fair and professional manner.
- Other duties as assigned.
- Must have knowledge of Warehousing Operations / Business and Supply Chain Systems.
- Must have knowledge of visualization tools or comparable applications, such as, Power BI, Tableau, etc.
- Must have the ability to comprehend high-level business strategy objectives and effectively develop/execute ‘roadmaps’, milestones, detailed implementation plans and KPI’s.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
- Must have strong managerial skills to effectively direct a staff of professional and union employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
- Knowledge of Microsoft suite skills or comparable applications, including Excel, Word, and PowerPoint.
- BA/BS in Business, Supply Chain, or related field; MBA or advanced degree preferred. An equivalent combination of education and experience may be considered in lieu of a degree.
- Minimum 10 years related experience in procurement operations, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
- 5+ years managing process improvement and efficiencies
- Experience in Lean or comparable concepts in supply chain, operations
- An advanced degree in a related field.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
