Job Description

Position Title

WASH Specialist / Urban Sanitation & Indicator Implementation Expert

(Project Implementation Unit – SBM-U / Urban Sanitation Programmes)

Role Objective

The WASH Specialist will be responsible for providing indicator-wise technical knowledge, planning support, and on-ground execution guidance for all Water, Sanitation & Hygiene (WASH)–related indicators under SBM-U 2.0 and allied MoHUA frameworks.

The role ensures that each indicator is clearly understood, translated into action plans, implemented at field level, monitored continuously, and documented accurately for certifications, assessments, and audits.

Key Responsibilities (Indicator-wise Framework)1. Indicator Understanding & Technical Interpretation
  • Develop a clear technical understanding of each WASH and sanitation-related indicator under SBM-U, Water+, ODF+/ODF++, and allied frameworks.
  • Interpret MoHUA guidelines, toolkits, advisories, and scoring logic into practical implementation requirements.
  • Break down indicators into measurable activities, responsibilities, timelines, and outputs for ULB teams.
2. Indicator-wise Planning & Action Design
  • Prepare indicator-wise action plans aligned with City Sanitation Action Plans (CSAP) and SBM-U objectives.
  • Define ward-wise and zone-wise implementation strategies for sanitation, wastewater, hygiene, and water reuse indicators.
  • Assist ULBs in prioritising indicators based on baseline gaps, risk areas, and assessment timelines.
  • Integrate WASH indicators with IEC, engineering, health, and operations plans.
3. Field-Level Implementation Support
  • Provide handholding support to ULB officials, engineers, sanitary inspectors, and frontline workers for execution of each indicator.
  • Support implementation of ODF+, ODF++, Water+ requirements, including:
  • Toilet functionality & O&M
  • FSM / sewerage operations
  • Wastewater treatment & reuse
  • Hygiene infrastructure and practices
  • Conduct regular field visits to verify compliance and guide corrective actions.
4. Monitoring, Review & Course Correction
  • Track indicator-wise progress through checklists, dashboards, and review formats.
  • Identify gaps, risks, and non-compliance issues at ward/zone level.
  • Recommend corrective measures and mid-course improvements to ensure indicator achievement.
  • Support ULBs during reviews, inspections, and third-party assessments.
5. Indicator-wise Documentation & Evidence Management
  • Guide preparation of indicator-wise documentation, including:
  • SOPs
  • Field records
  • Geo-tagged photographs
  • Logbooks and registers
  • Compliance notes
  • Ensure documentation meets audit, certification, and Swachh Survekshan standards.
  • Assist in data validation and cross-verification between field realities and MIS submissions.
6. MIS, Data Management & Reporting
  • Support ULBs in maintaining accurate and up-to-date WASH-related MIS data.
  • Align field implementation with portal data entries to avoid discrepancies.
  • Prepare indicator-wise progress reports, summaries, and presentations for State and Central review.
  • Respond to data queries and clarifications from authorities.
7. Capacity Building & Knowledge Transfer
  • Conduct indicator-wise training and handholding sessions for ULB staff and field teams.
  • Develop simple guidance notes, checklists, and SOPs for day-to-day implementation.
  • Build long-term capacity of municipal teams to independently manage WASH indicators.
8. Community & Stakeholder Engagement (Indicator Support)
  • Coordinate with NGOs, CSOs, RWAs, SHGs, schools, and community groups for indicators requiring citizen participation.
  • Support hygiene behaviour change initiatives aligned to specific indicators.
  • Ensure inclusive and gender-responsive approaches in indicator implementation.
Qualifications
  • Master’s degree preferred in WASH, Public Health, Environmental Engineering, Urban Management, Urban Studies, or Development Studies.
  • Bachelor’s degree with strong indicator-based SBM-U experience may be considered.
Experience
  • Minimum 3–7 years of experience in:
  • Urban sanitation / WASH programmes
  • Indicator-based planning and implementation
  • Working with ULBs, PIUs, NGOs, or development agencies
  • Hands-on experience with ODF+/ODF++, Water+, or Swachh Survekshan indicators is highly desirable.
