General purpose of the position

This position is responsible for leading Humane World For Animals India’s development and implementation of public policy in farm animal protection through representing Humane World For Animals India in government, scientific and animal welfare forums and supporting the organization’s engagement with key stakeholders.


Essential duties and responsibilities

Policy Analysis and representation (75%)

  1. Develops and implements strategy to work with Government of India and several state governments to develop public policy promoting farm animal welfare.
  2. Develops and leverages existing relationships with key government ministries, universities, to bring in policies to transition the egg industry to cage-free production and crate – free production.
  3. Determines regulatory or public policy opportunities to advance cage-free egg and crate – free pork production in India. Advocates for government entities to support cage-free and crate - free production and to support the transition with aid such as favorable lending terms, funding or tax incentives.
  4. Represent the organization at government and non - government expert committees, industry forums and other national and international forums to , amend legislation and other policy measures to bring in cage – free and crate free production.
  5. Builds relationships with regulators and industry stakeholders, seeking their acceptance of higher welfare approaches, and reforms to priority regulations.
  6. Tracks and analyzes legislation, regulations, guidance documents and other government policies to determine the impact on animal welfare in animal agriculture.
  7. Analyzes India’s public policy on animal agriculture in relation to those outside of the country and develops the best possible circumstances for the Indian sector.


Stakeholder engagement and drafting (25%)

  1. Drafts policies, comments, recommendations and other materials that relate to animal welfare in the agricultural practices based on scientific literature.
  2. Builds relationships with Indian corporate and other relevant stakeholders, negotiating policy alignment on regulatory, and other policy measures, and coordinating joint advocacy.
  3. Organizes briefings, high-level meetings, trainings, workshops, webinars and other forums for engagement, education, dialogue, and policy alignment with policy makers, regulators and scientific community.
  4. Serves as a liaison between Humane World For Animals /India’s Farm Animal Protection department and regulatory stakeholders and policy makers.
  5. Assists with engagement with international regulators and policy making bodies such as World Organization for Animal Health (OIE), the International Standard Organization (ISO), the Bureau of Indian Standards (BIS) and other bodies on animal welfare standards.
  6. Develops white papers, presentations, handouts, dossiers and analyses on government policies, legislations and regulations on animal agriculture.

Education and experience

• Bachelors degree in Public Policy & Governance, law or equivalent field.

• A minimum of five (5) years of experience in the sphere of public policy or a public office required.

• Experience in the animal protection sector preferred.

• Proven experience working successfully with the government.

• Proven experience in research writing and reporting.Necessary knowledge, skills and abilities


Comprehensive knowledge about the animal protection sector.

  1. Comprehensive knowledge of the farm animal protection sector.
  2. Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive.
  3. Ability to multitask and be flexible with regard to workload and assignments.
  4. Ability to exercise sound judgment.
  5. Strong written and verbal communications skills in English and Hindi.
  6. Ability to work both independently and as an effective team member in a team environment.
  7. Willing to travel domestically and internationally, as needed.
  8. Strong interest in animal protection issues preferred.


This position will report to Director, Farmed Animal Protection Department, and has no supervision duties.


Salary offered:  7,23,800 - 9,04,700 per annum.
