Job Description
Job Summary
The mission of the Department of Youth Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment, and community-based services for youth.
This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of Internal Integrity (OII), Investigation Division. The incumbent serves as an Investigator under the general supervision of the Chief Integrity Officer.
Duties And Responsibilities
The Investigator investigates a full range of complaints and allegations against staff of child maltreatment and other violations of residents’ rights occurring at New Beginnings Youth Development Center, Youth Services Center and any successor facilities. These investigation include, but are not limited to, allegations of physical abuse and neglect, verbal abuse, sexual abuse, improper and excessive use of force, and violations of other regulations concerning youth treatment.
Conducts preliminary interviews with residents/complainants who have submitted referrals to determine whether there is probable cause to believe that maltreatment or abuse may have occurred. Develops and maintains a case file for each complaint received which contains complete information on the precise nature and circumstances of the complaint, the investigation, and the actions taken, if any, regarding resolution.
The investigator plans and investigates complaints or information from DYRS employees, contractors, and others concerning possible internal violations of laws, rules, policies, regulations, mismanagement, waste of funds, fraud or abuse of authority, and substantial and specific danger to public health and safety and testifies at legal proceedings including grand jury and administrative hearings.
Qualifications And Education
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience can include leading or conducting investigations involving allegations of maltreatment, abuse, neglect, and/or internal misconduct; conducting and documenting witness interviews; drafting detailed investigation reports including in-depth factual analysis and application of rules to facts.

Working Conditions / Environment
The work is primarily performed in secured juvenile detention facilities and in an office setting. On occasion, work may occur outside of the normal environment, for example, outside training, court appearances and legal depositions.

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.
Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position.
Essential Designation: This position has been designated as an Essential position under the provisions of District Personnel Manual Chapter 12.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
