HR Manager – Operations & Manpower Planning

Role Summary

Carpetizers is looking for an experienced and hands-on HR Manager to manage manpower planning, hiring, employee discipline, attendance, leave tracking, onboarding, and HR operations.

The role is important because we need someone who can bring structure, discipline, and proper execution of HR processes. The HR Manager will work closely with the operations team to ensure that the required manpower, especially Machine Operators and Helpers, is available on time and that employees follow company policies properly.

Key Responsibilities1. Manpower Planning and Hiring

●      Plan and manage hiring for blue-collar roles, especially Machine Operators and Helpers.

●      Maintain a continuous pipeline of candidates so that manpower shortages are avoided.

●      Coordinate with local sources, agencies, referrals, and job platforms for regular hiring.

●      Track manpower requirements and hiring status on a weekly basis.

●      Ensure replacements are available for low-performing or non-compliant employees.

2. Attendance, Leave and HR System Tracking

●      Ensure daily attendance, leave, late coming, absenteeism, and overtime are properly tracked.

●      Drive full usage of the HR attendance and leave system.

●      Coordinate with operations/admin teams to ensure accurate attendance data.

●      Share attendance and deduction inputs before payroll processing.

●      Track repeated absenteeism and late coming for disciplinary action.

3. Employee Discipline and Policy Compliance

●      Ensure employees follow company policies related to dress code, attendance, leave, behavior, and workplace discipline.

●      Issue verbal/written warnings where required.

●      Maintain records of policy violations and disciplinary actions.

●      Coordinate with management for salary deductions or further action as per company policy.

●      Create a culture of accountability and discipline among employees.


4. Onboarding, Documentation and Induction

●      Ensure all joining formalities are completed before deployment.

●      Collect and maintain employee documents properly.

●      Conduct basic induction for new employees.

●      Explain company rules, attendance process, dress code, leave policy, safety rules, and work expectations.

●      Coordinate basic training before assigning employees to work.

5. HR Operations and Reporting

●      Maintain employee records, trackers, and HR reports.

●      Prepare weekly reports on hiring, attendance, leave, discipline, manpower gaps, and onboarding status.

●      Follow up with employees and supervisors on HR-related issues.

●      Support operations by ensuring smooth availability and deployment of manpower.

Required Skills and Experience

●      5–8 years of HR experience, preferably in manpower-heavy, blue-collar, facility, manufacturing, cleaning, services, or operations-based companies.

●      Strong experience in hiring blue-collar employees.

●      Good understanding of attendance, leave, payroll inputs, and employee discipline.

●      Ability to deal with workers, supervisors, vendors, and management.

●      Strong follow-up and execution skills.

●      Comfortable using HR systems, Excel, and basic reporting tools.

●      Good communication skills in Hindi, Telugu, and English preferred.

The ideal candidate should be practical, strict when needed, people-oriented, and execution-focused. This person should not wait for instructions but should proactively identify manpower gaps, discipline issues, and process failures, and fix them.
