Why this role exists

In B2G, winning the tender is 30% of the job. The other 70% is what happens after: site handovers that slip, approvals that stall in files, milestone billing that needs measurement-book entries and joint inspections, and payments that must be chased through three levels of hierarchy. Today, that 70% runs on founder attention. You will take it over, across every project and pilot in the portfolio, simultaneously.

A B2G project isn’t delivered until it’s certified, billed, and paid. Your job is to make that sentence true for every project we run, on schedule, every time.

The one thing that matters

Every milestone in the portfolio is delivered on schedule and converted into certified, collected revenue, without the founders in the loop. Everything below is in service of that.

What you'll own

•    Portfolio milestone calendar & tracker. One source of truth for scope, schedule, and status across a portfolio scaling to dozens of concurrent projects at different lifecycle stages (pilot, rollout, O&M) across states. You build it; you keep it honest.

•    Milestone-to-cash pipeline. Convert delivered work into measurement-book entries, joint inspection reports, completion certificates, invoices, and collected payments. Track receivables ageing per project and escalate before it becomes a cash problem.

•    Project finances. Per-project P&L and working-capital turnaround. You know which project is making money, which is bleeding, and why, before anyone asks.

•    Government stakeholder navigation. Day-to-day interface with JEs, AEs, XENs, SEs, and Chief Engineers across irrigation/PHE departments, DISCOMs, water boards, and ULBs. Maintain the live map of who holds which mandate in each client department, and know how to move a file that has stopped moving.

•    Contracts, compliance & documentation. SLAs, PBG validity, insurance/CAR policies, defect-liability obligations, TPIA/PMC interactions, and every report the contract obliges us to submit. Nothing lapses. Client asks become scoped change requests, not silent scope creep.

•    Escalation & event management. When a project catches fire (a stalled approval, a disputed measurement, an unhappy SE), you own the resolution ladder. Founders hear about fires after they’re out, not while they’re burning.

•    Cross-functional KPI coordination. Work with the other functions under Value Delivery (tech field ops, backend ops, QA, product) to keep every project's KPIs on track. Surface cross-project dependency conflicts, shared engineers, shared inventory, competing deadlines, before they blow a milestone. You have no authority over these teams; you get results through the plan, the data, and persistence.

•    Reviews & MIS. Weekly internal project reviews, monthly client PRMs, and a leadership dashboard covering physical progress, financial progress, receivables ageing, and the risk register.

What you will NOT own: field installation crews, inventory, or hardware logistics. Those functions have owners. You hold their outputs to the portfolio schedule; you don’t run their teams. If you need to control everything to feel in control, this role will frustrate you.

Must-haves (all four, no exceptions)

•    End-to-end fluency in the Indian B2G delivery lifecycle: LOA → agreement → site handover → execution → measurement book → joint inspection → milestone billing → completion certificate → collection, including EMD/PBG mechanics and GeM/tender-linked obligations. If you’ve never personally chased a measurement-book entry, do not apply.

•    Demonstrated ownership of 3+ concurrent government projects with independent schedules, budgets, and receivables, as the accountable owner, not a coordinator on someone else’s plan.

•    You build your own systems. Trackers, MIS dashboards, compliance calendars, built in Sheets/Excel and modern tools, without waiting for an analyst. AI-assisted workflows are our baseline, not a bonus.

•    You are comfortable sitting in an XEN’s office for the third time this month to move a file. Persistence through government hierarchy is the job, not an occasional unpleasantness.


Strongly preferred

•    Exposure to SCADA, telemetry, IoT sensor networks, smart metering (AMR/AMI), or pump/feeder automation.

•    Familiarity with JJM, AMRUT 2.0, RDSS, PMKSY, or state irrigation modernization programs.

•    Prior startup or system-integrator environment where you built the delivery process rather than inherited it.

•    Engineering degree (Civil / Electrical / E&I / Mechanical). PMP or PRINCE2 is a plus, never a substitute for field scar tissue.

•    Hindi and English fluency; Punjabi or Marathi is an advantage.

Who should NOT apply

•    You’ve spent your career in a large-company PMO coordinating a process someone else built.

•    You believe delivery ends at installation and collections are finance’s problem.

•    You manage projects from dashboards and consider site visits a disruption.

•    You need a playbook handed to you. There isn’t one. You’re here to write it.

What success looks like at 12 months

•    ≥90% of contractual milestones across the portfolio delivered on or before schedule.

•    Receivables ageing held within agreed limits; zero missed PBG, insurance, or compliance renewals.

•    Go-Lives accepted with signed completion certificates, not verbal assurances.

•    At least two client departments willing to act as references for future bids.

•    Founders out of routine project decisions entirely.

First 90 days

•    Days 1–30: Absorb every live contract, meet each client SPOC on site, take full handover from the interim owner, publish a portfolio-wide risk register.

•    Days 31–60: Milestone tracker, compliance calendar, and MIS dashboard live; weekly review cadence running; at least one stalled approval unblocked.

•    Days 61–90: Full portfolio owned end-to-end with no founder involvement in routine decisions.


Where this seat goes

Wattr is cash-flow positive at seed stage and heading into a Series A. The portfolio will span dozens of projects. You start hands-on; as the load grows, project coordinators will be hired to report into this seat, one per project or cluster. You are being hired as the senior individual owner today and the head of a project management team tomorrow. If that trajectory doesn’t excite you, this isn’t your seat.
