Job Classification Summary
Positions assigned to this class are responsible for administering and maintaining the Town’s enterprise GIS infrastructure. Work includes architecting, configuring, and supporting ArcGIS Enterprise platforms; administering enterprise geodatabases; implementing system security and backup procedures; developing custom applications and automation workflows; and integrating GIS with enterprise business systems. Incumbents serve as the Town’s primary technical expert for enterprise GIS operations, establish standards and procedures to ensure system reliability and data integrity, and provide advanced support and guidance to GIS staff and departments.
DISTINGUISHING CHARACTERISTICS
This is a senior-level professional classification within the Town’s GIS series. Incumbents are distinguished from the GIS Analyst by their responsibility for administering and securing the enterprise GIS infrastructure, including ArcGIS Enterprise platforms, enterprise geodatabases, and integrations with other business systems. The classification requires advanced technical expertise in scripting and application development (e.g., Python, JavaScript) to support and extend enterprise GIS operations. While this classification provides technical guidance and may lead projects, it does not have full supervisory responsibility, which remains with the GIS Manager.
Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
Education & Experience:
Bachelor’s Degree in GIS, Information Technology, Computer Science, Geography, or a related field, and six (6) years of progressively responsible experience administering GIS platforms or enterprise systems, including at least two (2) years administering ArcGIS Enterprise environments; or an equivalent combination of education, training, and experience.
Special Requirements
Incumbents cannot be on the Office of Inspector General (OIG) List of Excluded Individuals/Entities (LEIE).

- Administers the Town’s ArcGIS Enterprise platform, including installation, security configuration, performance optimization, and system patching/upgrades.
- Administers and maintains enterprise geodatabases (SQL Server/PostgreSQL), including versioning, replication, data lifecycle management, and backup and recovery workflows.
- Designs and maintains enterprise GIS system architecture, ensuring stability, scalability, and alignment with organizational and IT standards.
- Develops custom GIS applications, automation workflows, and administrative tools using Python, JavaScript, REST API, and related frameworks.
- Oversees and maintains integrations between ArcGIS Enterprise/Online and Town business systems such as permitting, asset management, work management, and public engagement platforms.
- Monitors system health, performs diagnostics, troubleshoots performance issues using ArcGIS Monitor and related tools, and implements corrective actions.
- Leads and coordinates enterprise GIS upgrade cycles, data migrations, and platform expansion initiatives.
- Provides technical guidance, mentoring, and training to GIS staff and key stakeholders on enterprise GIS workflows and best practices.
- Develops system documentation, architecture diagrams, standards, data governance practices, and disaster recovery procedures.
- Participates in departmental planning and contributes to enterprise GIS technology strategies.
- Performs related duties as assigned.
Education & Experience:

Licensing/Certification Requirements
- Valid Driver’s License.
- Possession of, or ability to obtain within a specified timeframe, a relevant professional certification (e.g., Esri Enterprise Administration Professional, Esri Desktop Professional, GISP).
- PREFERRED QUALIFICATIONS
- Experience with cloud-hosted or hybrid GIS environments (Azure/AWS).
- Experience in local government GIS operations.
- Experience providing functional guidance or technical leadership to staff.
- Administering, configuring, and maintaining ArcGIS Enterprise platforms and enterprise geodatabases.
- Analyzing complex technical issues, diagnosing problems, and implementing effective solutions in enterprise GIS environments.
- Monitoring system performance, identifying bottlenecks, and applying optimization techniques.
- Applying security protocols and best practices to safeguard enterprise GIS systems and data.
- Managing multiple projects, tasks, and deadlines while maintaining accuracy and quality.
- Preparing clear technical documentation, diagrams, and system architecture records.
- Communicating effectively with technical and non-technical staff, stakeholders, and vendors.
- Collaborating across departments to integrate GIS with enterprise business systems.
