Position Overview:

The Director of Purchasing provides strategic leadership and oversight of all procurement activities for the Harris County Clerk’s Office. This role ensures compliance with county, state, and federal regulations in alignment with the Harris County Purchasing Agent’s Procurement Policy. The Director manages vendor relationships, develops purchasing strategies, and oversees contract and RFP specifications under the County Purchasing Agent’s Office. Additionally, the position ensures cost-effective purchasing practices, ethical standards, and transparency in all procurement activities, while supervising accounts payable processes and inventory management for capital and non-capital assets.

Duties and Responsibilities:

  • Oversee and manage the daily workflow of the Purchasing Department.
  • Develop and implement purchasing strategies aligned with the objectives of the County Clerk’s Office.
  • Identify, evaluate, and select vendors based on quality, cost, and service criteria.
  • Monitor vendor performance and resolve disputes or issues promptly.
  • Request purchase orders, ensure timely payment of vendor invoices and mileage reimbursement requests using STARS & AIP software.
  • Work closely with the Auditor’s Office and Treasury Department to maintain accurate data, payment information and correct erroneous reports in STARS.
  • Order, receive and distribute office supplies and services to departments.
  • Collaborate with Administration and department heads to forecast purchasing needs.
  • Train staff on procurement process and ethical standards and delegate duties effectively.
  • Maintain and oversee inventory management for all County Clerk departments.
  • Coordinate with the Administrator of Finance concerning the budget for the County Clerk’s Office to ensure selection of the appropriate funding and account sources.

Requirements

Must meet all eligibility requirements to register to vote in the State of Texas.

Experience:

  • A minimum of (3) years of experience in a leadership role.


Knowledge, Skills, and Abilities:

  • Knowledge of and experience with financial and supply chain management systems such as Auto Invoicing Project (AIP), Shared Technology & Reporting System (S.T.A.R.S.), or comparable systems.
  • Ability to prioritize work assignments.
  • Ability to establish and maintain working relationships with internal departments, new and existing vendors, as well as other Harris County departments.
  • Proficiency in processing transactions, account maintenance, and reconciliations.
  • Must demonstrate exceptional customer service skills.
  • Must possess the ability to manage projects and assignments from inception to completion.
  • Ability to meet strict processing deadlines.
  • Ability to analyze data and track ordering and spending patterns.
  • Must possess sound judgment and decision-making abilities.
  • Must possess strong leadership, communication, and interpersonal skills.
  • Flexibility to manage multiple task simultaneously.
  • Ability to lead, guide and train others to efficiently complete all task and meet strict deadlines.

Preferences

  • Bachelor’s Degree in Business, Supply Chain Management or related field preferred.

Position Type and Typical Hours of Work:

  • Regular Full-time
  • Monday Friday | 8:00 A.M. 4:30 P.M.
    • O vertime as warranted.


Salary:

  • Depends on Qualifications
  • Based on 26 pay periods

Work Environment and Physical Demands:

  • This is largely a sedentary role; however, some lifting is required. This would require the ability to lift boxes up to 35 pounds, open filing cabinets and bend or stand as necessary for long periods of time. This role requires some transportation of the County Clerk to functions and transport of the County vehicle to Fleet Services for routine repairs.


Employment is contingent upon passing a background check and drug screen.
