Job Description

We are seeking a Senior DevOps / Platform Engineer to support a modernization assessment of a large-scale, multi-state Medicaid Provider platform built on .NET and C#. This role is focused on evaluating the current CI/CD maturity, release management practices, environment automation, and observability posture of the platform — and contributing to the definition of a target-state DevSecOps operating model that can support a factory-model migration across more than 25 state implementations.

The ideal candidate is a hands-on DevOps practitioner with strong experience in CI/CD pipeline design, infrastructure automation, and platform observability in cloud environments. This person understands not just tooling, but the operational practices and engineering discipline required to support complex, multi-version release cadences in regulated environments. They will work directly with architects and analysts to assess current-state gaps, define remediation recommendations, and help shape the operational foundation of the modernized platform.

Key Responsibilities

• Assess the current CI/CD pipeline maturity, including build, test, deploy, and release automation practices for Legacy Provider and Provider Plus codebases
• Evaluate the current release cadence model, including support for multiple concurrent live versions (n through n–4), and assess readiness for blue-green and canary deployment patterns
• Assess environment management practices, including environment provisioning, configuration management, and infrastructure-as-code adoption (Terraform, ARM/Bicep)
• Evaluate the current observability stack, including distributed tracing readiness (OpenTelemetry), structured logging practices, per-tenant metrics visibility, and incident management workflows
• Assess DevSecOps pipeline security integration, including SAST/DAST tooling, dependency scanning, container image scanning, and secrets management practices
• Identify gaps in automation, repeatability, and deployment reliability that would affect the target-state platform's ability to support factory-model state migrations
• Contribute to an Operations and Stability Improvement Plan, including CI/CD improvement recommendations, multi-version release strategy, automated testing strategy, and cost-reduction levers
• Support the definition of observability standards for the target-state platform, including per-tenant dashboards, alert policies, and structured log correlation
• Participate in stakeholder interviews and SME sessions to validate current operational practices and identify pain points
  
  

Requirements

Required Qualifications

• 8+ years of hands-on DevOps or platform engineering experience in production environments
• Strong experience designing, building, and assessing CI/CD pipelines using tools such as Azure DevOps, GitHub Actions, Jenkins, or equivalent
• Experience with infrastructure-as-code tooling including Terraform and/or ARM/Bicep
• Experience with container-based deployment models including Docker and Kubernetes
• Strong understanding of blue-green, canary, and rolling deployment strategies and when to apply them
• Experience with observability tooling, including distributed tracing (OpenTelemetry or equivalent), structured logging, and metrics dashboards
• Experience with DevSecOps pipeline security including SAST/DAST integration, dependency scanning, and secrets management
• Experience supporting multi-version or multi-tenant release models in enterprise environments
• Strong communication skills with the ability to document findings clearly for both technical and non-technical audiences
  
  

Preferred Qualifications

• Experience in healthcare, Medicaid, or other HIPAA-regulated environments
• Familiarity with .NET application build and release pipelines, including NuGet package management and .NET versioning considerations
• Experience contributing to platform assessments, DevOps maturity models, or operational readiness evaluations
• Exposure to factory-model or repeatable deployment patterns across multiple clients, tenants, or environments
• Familiarity with cloud-native platform services on AWS, Azure, or GCP, including managed Kubernetes services and cloud-native CI/CD tooling
• Experience with cost optimization analysis for cloud infrastructure and pipeline operations

• Current CI/CD maturity, environment management, and observability posture are clearly documented with gaps identified and prioritized
• Blue-green, canary, and multi-version release strategy recommendations are practical, phased, and aligned to the platform's operational constraints
• Observability recommendations provide a clear path to per-tenant visibility and proactive incident management
• DevSecOps pipeline security findings are integrated into a Operations and Stability Improvement Plan with actionable remediation steps
