Job Overview

We are hiring an IT Recruitment Delivery Manager with strong DIR (Texas Department of Information Resources) experience to lead and manage end-to-end IT recruitment delivery for Texas state agency projects. This role is responsible for ensuring timely submissions, compliance with DIR guidelines, high-quality candidate delivery, and effective recruiter performance management.

Key Responsibilities

• Manage full-cycle IT recruitment delivery for DIR and Texas state agency requirements
• Lead, mentor, and manage a team of IT recruiters to meet delivery targets
• Ensure compliance with DIR contracts, SLAs, rate cards, and submission guidelines
• Review and approve candidate submissions for quality, accuracy, and alignment with job requirements
• Act as the primary delivery point of contact for internal stakeholders and clients
• Track recruitment KPIs including time-to-submit, submission quality, and fulfillment ratios
• Handle delivery escalations and resolve issues related to timelines or candidate quality
• Maintain proper documentation for audits, onboarding, and compliance

Required Qualifications

• 8+ years of IT recruitment experience
• 3+ years in a Delivery Manager / Team Lead role
• Hands-on experience with DIR contracts and Texas state agency hiring
• Strong knowledge of IT roles (Developers, Architects, PMs, Analysts, Cloud, Cybersecurity)
• Proven experience managing multiple recruiters and high-volume requisitions
• Excellent communication, leadership, and stakeholder management skills

Preferred Qualifications

• Experience working with staffing or consulting firms serving government clients
• Familiarity with ATS, VMS, and DIR submission portals
• Prior experience supporting multiple state agencies simultaneously
